Question about IMSLP for Canadian GMGers

Is it possible for you to download scores that are out of copyright for you, but not for the US or EU? Here's an example:
http://imslp.org/wiki/Category:Finzi%2C_Gerald

I have a feeling that they simply bloack all scores that are not Public Domain in the US, but I might be wrong.
