Quick computer question

When I do ctrl+alt+delete the box shows up without tabs now. I'm` wondering how to get it back to normal? If you look at the picture I cant even close the box without alt+f4.

I seem to recall having this issue on a school pc...

Have you tried to Double Click on the outer pane?
