Wiki by it's very nature can be unreliable, but in this case they really appear to have it right.  A quick google of " 'rule of thumb' origin" brings up many more sites which back this up.  Here are a few:

Of course domestic violence still occurs in the west today, as do many other crimes (murder, robbery, kidnapping, etc).  The difference is when this happens in the west it is accepted neither by law nor by society.
