He was nominated for the Prize in 2004, but didn't win... Putin was nominated in 2007 . Didn't win either.

I'm not quite understanding what you're saying, but the committee doesn't nominate, at least not as sole source; who nominated him, or for that sake Obama, I don't know. Strange Obama being nominated so soon after his election, whatever one thinks about the situation as of now.
