What is a "Community Opera"?

I was looking up Opera themes in wikipedia this morning when I came across the term "Community Opera."   It was a more modern piece, but I wasn't sure what it mean -- my initial searches mostly came up with opera houses in specific communities.

What is a "Community Opera"?   What distinguishes it from other operas or types of musical theater?

By semi-professional, do you mean volunteer? Just curious because it's an interesting concept.

There may be a core group of professional musicians who are paid, but work is not steady enough for them to make a living at it, and they may be supplemented by volunteers from the community.
