It's not exactly a tax though, more a charge for use of city property (the footpath).

If the government requires payment with the express purpose of raising revenue, it's a tax, no matter what other name it may be given.

Would  you mind explaining that to the local municipalites around here who seem to think that it's not a tax if they call it a fee or assessment?
