This last paragraph seems fantastical:

Apparently, the CIA has a practice of issuing these sort of souvenirs where a public recognition or honor would not be feasible because of the secretive nature of the operation, or the need to keep the staff's position as a CIA agent secret.

I've read in some sources that Cheney wanted to "intervene militarily" to help Georgia in its war with Russia in 2008.

Not only would that have been personally inconvenient for me, it might have led to the world being blown up with nuclear weapons.
