The 'flute' sounds more like an oboe, to me. Maybe it's a movement from this piece by Debussy: http://www.youtube.com/watch?v=C4SLnVRBnvU&list=PLA564391EB7E2994A

It sounds more like an oboe than a flute, and the tune is a set of variations on "La Spagna", but by whom I do not know.
