Are websites now being designed primarily with mobile devices in mind?

Slate changed to this design some months ago. The blocky design is quite fitting with a mobile touch screen device, but the site is more awkward to navigate now with a traditional computer.

Notice the removal of the mouse-clickable (but non-ipad friendly) categories on the top.

I notice the same thing with The New Republic's website.

Actually, yes. The current trend is to design for "mobile first", and make progressive enhancements for desktop as opposed to earlier "graceful degradation" or creating a separate, streamlined interface for mobile. The percentage of visits from mobile devices is steadily increasing.
