Weirdly, there was a 2022 Euro reissue of Undercurrent with an underwater kick. It looks to be a recent photo, not related to the original.
I've gotta believe that the HM/SWR designers were influenced by the Undercurrent cover art. Or maybe they also did the 2022 reissue cover...I'm too lazy to research.  ;)

Fun Fact: You can buy that photo on Shutterstock.

And in searching for that photo, I discovered there are a squillion "girl underwater" photos out there.

Update: That photo is part of a video.

The original cover of Undercurrent features Toni Frissell's 1947 photograph Weeki Wachee Spring, USA. Frissell (Antoinette Frissell Bacon (1907–1988) was an American photographer renowned for her fashion, World War II, and celebrity portraits. Here is the pic:

Yes, I had the same feeling. But whether or not it's the same person, the positioning of the 2 images does give a slightly unfortunate impression of a foot in an undesirable place!

Once posted before, here, and: fair is fair, found by googling, not because I ever saw it myself. But then again: an all-time favorite, I'm even curious which particular gender allowed itself to be so gleefully portrayed here.
... music is not only an 'entertainment', nor a mere luxury, but a necessity of the spiritual if not of the physical life, an opening of those magic casements through which we can catch a glimpse of that country where ultimate reality will be found.    RVW, 1948

Yes, well, a short amount of googling also revealed that he his doing what he himself described as a "semi-drag" act as he's portraying a singer named Dorothy Squires in a tribute to her. Your unsureness about gender just demonstrates that he achieved his goals.

We don't even need to pay attention to what's happening in the photo. The stuff above the photo is a total mess of colours and font types that don't go well together. I redesigned the cover art without doing much to the photo area. Just the use of less insane colours and font types somehow makes even the photo less goofy.

Spatial distortion is a serious problem deteriorating headphone listening.
Crossfeeders reduce spatial distortion and make the sound more natural
and less tiresome in headphone listening.

Wonder what DS thought of the portrayal?

Having just seen a couple of her costumes, the evocation is definitely there.
