Hi Bill - I'll not be of much help, i.e. switched to Macs 2 years ago (and glad of it!) - your problem could relate to one or multiple issues, i.e. software, hardware, malware, etc.  - you might want to provide some more information on your system (computer model, year, and any other facts that may help others on Windows PCs).

You might also want to visit Cyber Tech Help - a forum that I frequented often when on Windows PCs; a lot of great people there willing to help, especially in their 'Malware Forum' - at least take a look and sign up - Dave :)

Can you access the internet? If so, i would recommend scanning the computer using Hitman Pro (a cloud based scanner that has saved more systems that i can count), following that with a full scan using Malwarebytes anti-virus (free version is good. The scanner is all you need anyway. Still best in the business after so many years). I would also try to run a bootable virus scanner. They are all pretty much the same, just pick one and see if it does anything:

If your system is compromised to such a degree that you are unable to use those programs you need to try to unblock the system first. See if you can run the system in safe mode, and then try to uninstall any suspicious programs first (or superfluous ones. You can always re-install them later), and after that see if you can remove any suspicious start up programs using msconfig. There's also a program called hijackthis that you can use to remove start up entries but this may be a dangerous alternative if you don't know what you are doing. You might remove a legit process and thus compromise your system further.

As a last resort, see if you can identify any suspicious processes and then erase (or temporarily remove) the corresponding file. You will have to use linux to do this. Just run the system from a live CD (Mint is a good, easy choice) and access the drive from there. (Keep in mind you can use a live Linux cd to save your stuff in case you are simply unable to restore your system. Better then nothing).

Once the system is unlocked, run the aforementioned programs (Hitman Pro and Malwarebytes). A few times if necessary.
