who is the composer of these?

My best guess is they are by the pianist who uploaded the video. 
These are by far not the only examples of 'new' pieces that are very much in a mid to late romantic era style.

The tip-off for me is that the pieces, sounding well enough, seem to be exactly within the scope to the intermediate technical level of the pianist playing them.  As much as they may sound well, it is fair to say that some of their musical nature and especially the particular configurations were to a good degree 'dictated' by this musician's hands.

His collective familiarity with a scope of keyboard configurations he has dealt with and is habituated to dictated much about these pieces -- vs his ears alone.  (Often, someone with this equipment will write similarly for other instruments than keyboard, demonstrating again that habit base with highly 'pianistic configurations' not necessarily well-suited to, or awkward or impossible to play on those other instruments.)  This is quite typical of keyboardist - composers, unless they have more advanced skills and practice in composition, these piano pieces 'half-dictated by the hands' are what they produce.

There is a wide difference between this particular  limitation and writing very well and idiomatically for the instrument, while the ear still dictates all ;-)
