Just about anything by Billie Holiday, particularly the early recordings. Strange Fruit, God Bless the Child. A favorite of mine that is less well known, "Long Gone Blues," recorded in 1939.

Tender ... Etta Jones maybe? Her "Don't Go to Strangers" is from 1960 and a truly great album.

Also Helen Merrill - her debut album with Clifford Brown is wonderful.

Depending on likes and tastes and all that ... maybe Lee Wiley? And the later hep bunch of singers, like June Christy, Chris Connor ...
