In fact, on the specific point, he is correct. The Paris Accords were not ratified so the US can adhere to it as much or as little as it wants.  The most famous treaty never ratified is the Treaty of Versailles.

But his general assertion that the Constitution overrides all treaties is directly contradicted by the Constitution.
