But born in Bern and also lived in Germany, yet considered Austrian mainly.

Mainly known for operas. A good deal of string quartets. Some orchestral works too.

His mother, Gerta, Baronin von Einem, sued Friedelind Wagner because the latter sold in the US some jewellery she had been asked to smuggle out of Nazi Germany, and apparently never handed over the proceeds to the von Einem's (using the money instead to help her survive in her American exile. I don't remember how it all ended...

I wonder what he is holding in his left hand.  I would guess eighteen century outfit, a musician of a royal court.
Actually a very nice painting.  The dark blue/green background makes a beautiful contrast with the flashy colors of the outfit.  I would say he is not french because a composer would never be allowed to wear such a flashy coat at a french court.

More than just one court...born next to the Mediterranean, died at the other end of Europe (next to another sea)

He's not French...

Yes...name?   ;)

Probably best known because one of his operas is quoted in one of the greatest operas of all time (both operas have the same librettist)... ;)
