No in this case it specifically argues that "Israel" controls American foreign policy, which is the exact opposite of true (Israel is America's combination military forward operating base and Jewish-themed summer camp, and has not had any semblance of an independent foreign policy since at least 1968, with everything they do corresponding exactly to the desires of the Kissinger-Brzezinski-Abrams-HW Bush-Cheney-Bolton conservative wing of the US foreign policy establishment). I would argue that claiming Israel or "the Jews" or whatever control America is in fact an antisemitic argument as well as one designed to absolve America of any wrongdoing itself—e.g. "a war with Iran wouldn't advance America's geopolitical interests & isn't actually desired by the American government, it's just being hypnotised by a malign Jewish influence" etc.

Israel has been pretty independent of the US at times.  Review the relationship between Bush 42 and the Shamir government for the most obvious example.  But it's undeniable that Netanyahu has chosen first to ally himself with the GOP instead of trying to maintain ties to both sides of the aisle, and then to become, in essence, a lapdog of the Trump administration.  If you read the cartoon as depicting Netanyahu as Trump's pet, then it is making a valid criticism, however it hobbles itself with antiSemitic tropes.   Trump and Bibi reinforce each other's bad instincts.
