They're recording the complete works. But whose?

From an interview with clarinet soloist Michael Collins last year:

"There's another project which I shouldn't really talk about...but let's say it's the complete works of a certain composer which will run to 30-odd CDs by the time it's finished, and it hasn't been done since the 90s... It's been my passion to do this for years, and I've got the green light now."

So what composer's complete works haven't been recorded since the 90s, will run to 30+ CDs, and heavily involve a clarinet soloist?
My first thought was Reicha...his wind quintets run to 10ish CDs, is there enough material for 20 more? Is there some early 1800s composer who wrote a ton of clarinet concertos?

1) perhaps he's conducting, not clarineting?
2) "hasn't been done since the 90s" suggests to me a composer whose complete works have already been done once.  That might limit the possibilities.

I just read the interview. Collins implies that the project is on BIS. Toward the end, he says But I do feel that I have a voice for British and Russian repertoire, so that's my dream. Maybe these hints could narrow the field?

[irony alert] Another thread touched on how Schnittke was hot in the '90s but is much less often recorded nowadays. BIS's Schnittke Edition (25 CD, https://bis.se/schnittke-edition) may not be complete; I don't recall a BIS recording of String Quartet #4, for instance...Hey, there's an idea!  :laugh: [/irony]
