Correct.  The restrictions on purchasing an automatic weapon are so strict that typically a lawyer is hired for the transaction to make sure all the paperwork between buyer and seller is done correctly, lest the gun be seized and both buyer and seller be placed in jail for not crossing every 't' and dotting every 'i'.  This is in addition to the cost of a fully automatic weapon which is generally quite high ($15k or more) due to their rarity.

For that matter, you can count the number of crimes committed with legally owned fully automatic weapons in the past 80-90 years on one hand.  Most of the arguments made against automatic weapons in the hands of citizens (in the US, at least) are nothing but fear-mongering.
