Science Question - Siphoning Liquid

You can siphon gas out of a car's gas tank, but can you siphon it out of a tank that is underground? Thanks.

If you are further underground than the tank you can.

It only works from a higher level to a lower level since it is based on gravity.

If you could get a siphon to move water to a higher elevation you could siphon water to the top of a mountain and let it run through hydroelectric dams, supplying all of the worlds energy needs for nothing!  I advise giving it a try!

Nah. I'm just using you guys to do research for some fiction. Post-apocalyptic fiction.  ;D

If one of your characters discovers one of these "ebay pumps" all of a sudden, then your story will end coming across as contrived sounding as Michael Crichton's Sphere.    ;D

Yeah, I think they'll stick to siphoning gas out of vehicles. Especially since they can't really plug in anywhere.  ;D
