Rose varieties are patented, so they have to be given a name at patent registration. The developer does that. You could consider it as a breed of dog: if you are buying a Scottie sight unseen, you will have a very good idea what you will be getting. :)

They are the official names chosen by the developer of the original type The Konrad Adenauer was created by a rose grower in honour of Adenauer, also a lover and a grower of roses.

Puzzling though since I wouldn't associate Adenauer with roses. I would associate him with a dried date   $:)
