Maybe Satie. Gymnopédies is used in alot of movies especially in rom-coms to establish quirky characters or setting.
But I have to admit that I've become so accustomed to listening to the same narrow selection of music that I'm just not that good at identifying music. Maybe someone else will chime in.
Its not really classical, or Satie either, I think.

Sorry Ruggiero, but I don't know it. Which Anthony Bourdain program was it on (I did enjoy watching his shows)? A thought: Contact the producers of the show and they might be able to either share the info for you or point you to the person who would know. As an aside, I didn't know about Bemelman's and the story behind it. Would love to go there one day.

Sounds like film music to me - Chocolat/Portman, Amélie Poulain / Yann Tiersen....but I don't recognise it.
It is walz-like, I hear a vibraphone and soft strings...but it is a very muffled sound.

I would suggest Talk Classical or reddit.com/r/classicalmusic. Larger forums, better chance of someone identifying the music. In the early 2000s you would have had the answer within an hour of posting it, but the forum is just small these days.
As he's talking about the Madeline books when the music's playing, might it be music from the Madeline film (by Michel Legrand apparently)?

When did you send it/them? Well, maybe give it some time. There's a lot going on right now plus maybe they are trying to work on new programs, etc. I would think that if you received an answer within a few months that
might be (a guess at my end) a decent timeline in normal times, but mind you, we're dealing with a pandemic! May I ask, why are you so wanting to know who composed the piece? Just curious here.

It may just be a very short piece composed for general use in background settings / TV - There is a whole industry for such music especially for YouTube videos etc - audio clipart as the other poster suggested. If that's the case there may not be a recording available except to license for media.
Have you tried the Siri / shazaam trick? If you ask Siri 'what is this tune' and play the clip you may get a result. Worth a try.
