But something is strange with the math. If 60k is 90% of the cost, the total cost should be about 67k (or 60k/0.9). What will they do with the other 23k that they are trying to raise from the public?

Good point. I think they might've meant that the money raised from the campaign will be part of those "own funds" but I'll check with them to clarify.
So it's just as I thought - the 30k they're aiming to raise is part of the 60k.
For a little more money, they can also record the St. John Passion by Karl Henning which can filled the two CDs to the max and in itself can be a selling point.
