Title: Please help identify piece from anime soundtrack

Hi all,

There is a beautiful piece from an anime soundtrack that I need help identifying.  Check it out here:

It says 'Spring's Storm Suite First Movement', but doesn't list the composer.  When I Google the title, nothing shows up (except this Youtube vid). 

Can anyone please tell me the composer and (actual?) title?
