I am no expert in the matter, but Leslie Howard's traversal of Liszt's piano music on Hyperion is allegedly complete, and the opera transcriptions and paraphrases are all conveniently bundled together on 12 CDs (No. 37 through 48).

Naxos has a excellent series of the complete solo piano music of Liszt.  I am not sure how they treat the opera transcriptions - but here's a list of all the CDs.

And here is a Spotify playlist of all of the Naxos Liszt recordings.
