(The laws badly written and randomly enforced remark somehow strikes me as a possible paraphrase of something someone else had said/written;  but we all do that, of course.)

It would be interesting to know when he said those things, because one might then conclude that, if after so many repairs the engine is still broke and needs yet more repairs, one might as well ask for a refund / replacement.
