Help Identify This Music

I have been trying to identify this music that comes from a documentary on Amtrak, which is about 25 years old.  I have never been able to figure it out in all of that time.  Here is a 3-1/2 minute clip with the music in question and the narration.  I have always thought it sounds like it came from a ballet, opera, or theatrical score.
