An elusive waltz in E minor

I heard this piece playing on an self-playing piano in a cafe. I have replayed it by ear on my piano at home. It is a waltz in E minor, but it is not Chopin. Does anyone know this piece? Apologies in advance if the recording is a bit blurry. I can redo it if anyone needs. Thanks!
