No, it's called a souvenir sheet. It contains one stamp that's valid for postage, but is really intended for collectors. It was issued in 2012 by Mozambique along with this minature sheet for the 75th anniversary of Ravel's passing. Nations that are held in higher regard by collectors are those that release stamps primarily for postal use with themes related to the country.  Mozambique is not among those, but attractive stamps nonetheless.

Amazing (and very sad/tragic) that Langgaard's own music wasn't performed in his own country 'til so much later.  :(

And, oh, to be at that Rachmaninoff concert!  I'd give my eye teeth to have been there.
