No 1 choice for Vaughan Williams Symphony No 9 according to Radio 3 (UK) is the version by Vernon Handley on the budget CFP label (or you can get a box set of the whole cycle + other works for c£20) which is an amazing bargain.

About the price, I just bought it. I think if you just put it in your cart but don't pay for it, then the price doesn't lock in. However, if you buy it now (is that what you mean by preorder?) then I don't see how they could tell you to cough up more later.  I wouldn't expect it to get any cheaper! If it does, however, you can cancel and then reorder (I did that with the Rubinstein box--worked very smoothly. Usually you can cancel very easily if they haven't shipped).
