Why are some orchestras Symphony and others Philharmonic

Wonder why some orchestras are called Symphony and others Philharmonic - is there a difference? :)

No difference in form - some use it to distinguish themselves from another orchestra with the same name - eg London Symphony Orchestra vs. London Philharmonic Orchestra.
