Can someone name this Beethoven piece? It starts at 38 sec. Thank you.

Yep, Ubiquitous nailed it... the Very Well Known
Piano Sonata No. 8 in C minor, Op. 13 (aka Sonata Pathétique); on the video is a bit of the middle of the sonata's three movements, Adagio Cantabile.

Terminology: The piece, of course, = the entire sonata; its three movements are
Grave – Allegro di molto e con brio
Adagio cantabile
Rondo: Allegro

Other than the standard title of "Sonata," numbered and with opus number, only a few of the named Beethoven sonatas were named by the composer. 

For this Sonata No. 8 in C minor, Op. 13, the title Grande sonate pathétique was suggested to Beethoven by his publisher, who reacted to the broad emotional scope of the piece; Beethoven liked the suggestion, so approved the title.

Piano Sonata No. 14 in C# minor, titled further by Beethoven only as Sonata quasi una fantasia Op. 27, No. 2:
The title "Moonlight" happened via a poet who was the son of a music publisher.  The poet took a walk one moonlit night along the shore of a lake in the Swiss mountains, and thought of Beethoven's Op. 27, No. 2  The poet told his father of his association, and the publisher then slapped the title on later printed editions -- all this occurring five years after Beethoven was deceased.  Op. 27, No. 2 has nothing whatsoever to do with moonlight, lol.

Similarly, all the titles given Chopin's Etudes, Preludes were named after the fact, and most of those after Chopin's death, as invented by publishers and critics.  None were ever titled by the composer other than by form, i.e. Etude Op.__ No. __, or Prelude Op.__ No.__. Chopin preferred the neutral and non-suggestive titles of form and opus number, and is on record as wanting no truck with those more literal associative-sentimental associations and titles.
