In 1st world, if you go to a street and install a module where you sell food or other items, like in 3rd world, is it legal or not?

I think you would need a permit.  In some locations, some kind of rent or percentage of sales would be necessary.

In the US, generally speaking, it is legal so long as you comply with the law, just like any restaurant business.  This means proper permits and licenses, health inspections, local ordinances regarding location and equipment, collecting and remitting sales taxes, paying rent and other taxes (if applicable).

Technically, that is the rule in most places, according to the book at least. ;)
